Jharkhand State Livelihood Promotion Society, Koderma

Jharkhand State Livelihood Promotion Society (JSLPS), under the Department of Rural Development, was established in the year 2009. The main objective behind the formation of the society was to eliminate poverty and promote livelihoods by delivering the benefits of various schemes and programs to poor families, thereby bringing significant improvements in their lives. JSLPS, in alignment with its mission, has been working to bring about change by coordinating with various government and non-government organizations and community members. In the year 2011, the Government of Jharkhand entrusted JSLPS with the responsibility of implementing the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) in the state. Implementation of NRLM in the state was initiated by the society in the financial year 2012-13. At present, the project is being implemented in all blocks of the state. With women empowerment at its core, various schemes are being used to timely cover the needy families in rural areas. Currently, JSLPS is implementing several welfare schemes supported by both the Central and State Governments. Schemes like the JOHAR Project, Jharkhand Horticulture Intensification Micro Drip Irrigation Project, DDU-GKY, Lift Irrigation Project, and RSETI, among others, are being effectively linked to the needy families through Self-Help Groups (Sakhi Mandals).

NRLM (National Rural Livelihoods Mission):

The National Rural Livelihoods Mission (NRLM), also known as Deendayal Antyodaya Yojana – NRLM (DAY-NRLM), is a flagship scheme of the Ministry of Rural Development, Government of India, launched with the objective of reducing rural poverty by promoting diversified and gainful self-employment and skilled wage employment opportunities. NRLM aims to organize rural poor, especially women, into Self-Help Groups (SHGs) and empower them through capacity building, access to credit, livelihood promotion, and social inclusion. In Jharkhand, this mission is implemented by the Jharkhand State Livelihood Promotion Society (JSLPS).

The National Rural Livelihoods Mission (NRLM) is being implemented in all six blocks of Koderma district, covering 105 panchayats and 573 villages.

Financial Inclusion:

Bank Credit Linkage:

For livelihood activities, each Sakhi Mandal (Self-Help Group) is provided with a loan of ₹6 lakh from banks, at an annual interest rate of 7%. This amount is utilized by the women (Didis) of the group to expand their livelihood activities such as running ration shops, clothing stores, beauty shops, goat rearing, etc. Out of a total of 6,975 groups, 6,709 Sakhi Mandals have been linked to banks. So far, a total loan amount of ₹17,786.53 lakh has been disbursed through bank linkage to 6,718 groups. Bank Account and Aadhaar Seeding Report of Group Members, Out of a total of 77,935 group members in the district 76,020 Aadhaar numbers have been updated on the NRLM portal and 57,048 members’ Aadhaar numbers have been seeded with their bank accounts.

Insurance Coverage of Group Members:

  1. Pradhan Mantri Suraksha Bima Yojana (PMSBY):
    This is an accidental insurance scheme, where in the event of an accident leading to death, the beneficiary receives ₹2 lakh.

    • The annual premium is ₹20.

    • Age eligibility: 18 to 70 years.

    • So far, 70,321 Didis and eligible family members have been insured under this scheme.

  2. Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY):
    This is a life insurance scheme, under which in case of death due to any cause, the nominee receives ₹2 lakh.

    • The annual premium is ₹436.

    • Age eligibility: 18 to 50 years.

    • So far, 61,954 Didis and eligible family members have been covered under this scheme.

So far, claims under social security (PMSBY/PMJJBY) have been made for a total of 73 individuals.

Revolving Fund (RF):

After the formation of the group, each group is provided with a Revolving Fund of ₹30,000 to encourage internal lending and strengthen mutual credit practices. This amount is returned to the group over time in the form of principal and interest. Till date, a total of 6,889 Sakhi Mandals have been provided with ₹1,856 lakh as a Revolving Fund in the form of loans.

Community Investment Fund (CIF):

After six months of group formation, each Sakhi Mandal (Self-Help Group) is provided with an amount of ₹50,000 as a loan to promote livelihood activities. This amount is returned to the Village Organization (VO) as principal and interest. So far, a total of 6,889 Sakhi Mandals have been provided with ₹4,550 lakh as Community Investment Fund (CIF) in the form of loans.

Banking Correspondents (BC Sakhi):

BC Sakhis (Banking Correspondents) provide banking services in rural areas where banking facilities are not easily accessible. They facilitate cash transactions using POS (Point of Sale) machines, just like in formal banking systems.

In Koderma district, 47 BC Sakhis have been selected—one for each panchayat—and they are actively and efficiently working in their respective areas.
Through this system, BC Sakhis help with services such as:

  • Withdrawal of money under old-age pension schemes

  • MGNREGA wage disbursement

  • Enrolling people in insurance schemes, etc.

Livelihood Farm:

Livelihood Farm is an integral part of JSLPS (Jharkhand State Livelihood Promotion Society), where SHG/VO/CLF/PG members (Didis) are empowered to enhance their livelihoods by being trained and engaged as local cadres in their own villages. They work in the roles of:

  • AKS (Aajeevika Krishi Sakhi) – Livelihood Agriculture Assistant

  • APS (Aajeevika Pashu Sakhi) – Livelihood Animal Husbandry Assistant

AKS are trained in:

  • Various farming methods

  • Advanced agricultural techniques

  • SRI (System of Rice Intensification) in paddy

  • Scientific approaches to farming

  • High-quality seed usage

  • Nursery development

  • Drip irrigation techniques

APS are educated on:

  • Modern techniques in animal husbandry, such as raising goats, poultry, ducks, and cattle

  • Vaccination and deworming practices for poultry, ducks, and goats

So far, a total of 91,644 farmers have been linked to livelihood enhancement activities.
Currently, 550 AKS and 342 APS are active. Out of the total:

  • 69,590 farmers have benefited through agriculture

  • 59,399 farmers through animal husbandry

This entire process is managed through an MIS (Management Information System), and these cadres receive a monthly honorarium for their services.

Convergence in Livelihood Activities:

Convergence is a major objective in livelihood initiatives. Through schemes like Didi Bagia, BHGY, and Didi Bare under MGNREGA, projects such as Didi Wadi and Birsa Harit Yojana are being implemented in convergence with JSLPS and MGNREGA in the district.

In addition, women (Didis) are being linked to the benefits of various schemes from departments like:

  • Agriculture Department

  • Animal Husbandry Department

  • Fisheries Department

  • ATMA (Agricultural Technology Management Agency)

  • Soil Conservation Department

 

Producer Groups (PG):

A Producer Group (PG) is a type of collective formed for the benefit of producer farmers. So far, 178 such groups have been formed. Among them, 153 groups have opened bank accounts, and 69 Producer Groups have been provided with Working Capital of ₹1.5 lakh and Start-up Cost of ₹0.5 lakh.

These Producer Groups are primarily engaged in:

  • Poultry farming

  • Goat rearing

  • Finger millet (ragi/marua) cultivation

  • Vegetable production

Their main activities include collective procurement of seeds and operation of Hardening Centres.

Farmer Producer Company (FPC):

After the formation of Producer Groups (PGs), Farmer Producer Companies (FPCs) are established to collectively benefit the associated women (Didis) and to enable convergence with various schemes.
So far, 6 FPCs have been formed in the district, and they have been registered under the Companies Act.

Each FPC has obtained the following:

  • Incorporation Certificate

  • PAN Card

  • TAN (Tax Deduction and Collection Account Number)

  • CIN (Corporate Identification Number)

  • Seed License

  • Fertilizer License

 

Birsa Harit Gram Yojana (BHGY):

Birsa Harit Gram Yojana (BHGY) is an ambitious scheme launched by the Government of Jharkhand, aimed at promoting greenery in rural areas, creating livelihood opportunities, and encouraging sustainable development. The objective of the scheme is to transform barren land into orchards with fruit-bearing trees, thereby empowering rural communities economically. Under this initiative, against the target of 549.5 acres, a list of 432.5 acres of land has already been prepared and submitted to the concerned department. Out of this, work has already commenced on 283.65 acres of land.

Social Mobilization and Institution Building (SM&IB):

Under Social Mobilization and Institution Building (SM&IB), during the financial year 2025–26, a target was set to form 598 new Self-Help Groups (SHGs). Out of this, 247 groups have already been formed. At present, in all 6 blocks of Koderma district, covering 105 panchayats and 573 Chiragi villages, a total of:

  • 6,975 Self-Help Groups (SHGs)

  • 533 Village Organizations (VOs), and

  • 25 Cluster Level Federations (CLFs)
    have been established.

Registration of Cluster Level Federations (CLFs):

All 25 Cluster Level Federations (CLFs) formed in Koderma district have been registered under the “Swaavalambi Cooperative Society Act, 1996” through the Office of the Cooperative Societies. In the financial year 2025–26, internal and external audits of all 25 CLFs have been successfully completed.

CMTC (Community Managed Training Centre):

The Community Managed Training Centre (CMTC) has been established in Madhuban village, under Madhuban Panchayat of Behradih Cluster, located in the Domchanch block.

At CMTC, training is provided to cadres, project staff, and members from all domains across all six blocks of Koderma district.
So far, 62 training batches have been conducted at this center, covering:

  • Cadres

  • OB (Office Bearers) of institutions

  • Project staff

  • Trainers under Training of Trainers (ToT) modules

Over 1,850 participants have been trained at this center.

Additionally, a new Community Managed Training Centre has been established at the old R-SETI building in Raja Talab, under Pathaldiha Cluster in Koderma Sadar block.

Phulo Jhano Aashirwad Abhiyan (PJAA):

Under the “Phulo Jhano Aashirwad Abhiyan (PJAA)”, a total of three surveys were conducted in Koderma district, through which 102 women (Didis) were identified for support under the scheme. These identified women were provided financial assistance through the project to help them transition from their existing livelihoods to alternative and sustainable livelihood options. As part of the support, interest-free loans were arranged through their Self-Help Groups (SHGs). Each of these Didis has been linked with two alternative livelihood options suited to the local context.

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY):

Under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY), a total of 2,706 youth (aged 18–35 years) from various Sakhi Mandals and BPL families—who had to discontinue their education for various reasons or are no longer pursuing studies and are currently unemployed—have been provided skill training in different trades.

Out of these, more than 988 youth have been successfully placed in jobs through DDUGKY.

Placements have been made in companies like GCS, Exalt Soft, Radha Govind, Safe Educate, Sahi Export, Vision India, and others.

So far this year, 57 youth are currently undergoing training.

Rural Self Employment Training Institute (RSETI):

Through the RSETI institute, more than 7,500 individuals have been trained for self-employment so far. In the current year alone, 310 rural youth have already been trained in various trades.

 

Start-up Village Entrepreneurship Programme (SVEP):

The Start-up Village Entrepreneurship Programme (SVEP) is a sub-scheme under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), implemented by the Ministry of Rural Development since 2016.

Its objective is to help rural individuals move out of poverty by supporting the establishment of enterprises and providing ongoing assistance until the businesses become stable.

SVEP focuses on:

  • Providing financial assistance

  • Offering business management training

  • Creating local community cadres, thereby generating self-employment opportunities

The program supports both individual and group enterprises, mainly in the manufacturing, trade, and service sectors.

So far, the scheme has facilitated the establishment of over 1,250 enterprises in the district. Some successful ventures supported under SVEP include:

  • Aajeevika Weekly Markets

  • Bangle making units

  • Spice production centers

  • Chappal (slipper) manufacturing

  • Leaf plate (dona-pattal) making

  • Didi Cafés, and more.

Aajeevika – Non-Farm Sector:

In Koderma district, under non-agricultural activities, for the financial year 2025–26, against the target of 600 entrepreneurs, a total of 100 entrepreneurs have been identified and uploaded on the NRLM portal. Similarly, under the PMFME scheme, out of the target of 120, 75 entrepreneurs have been identified and uploaded to the portal.

To support these entrepreneurs, a total of 36 CRP-EP (Community Resource Person – Enterprise Promotion) cadres have been selected and deployed across NRLM blocks for implementation.


1. Leaf Plate and Arhar Dal Processing Units:

With the support of the district administration, two processing units have been established:

  • A leaf plate manufacturing unit in Dasarokhurd Panchayat of Markacho block

  • An Arhar dal (pigeon pea) processing unit in Khutta cluster of Satgawan block

These units will be operated by the Sakhi Mandal (SHG) members.


Palash Mart and Didi Café:

Within Koderma district, one Palash Mart has been established.
Through these centers, SHG Didis are marketing and selling their locally made products, including:

  • Pulses

  • Mustard oil

  • Ragi (madua) flour, laddus, and cookies

  • Incense sticks (agarbatti)

  • Mushrooms

  • Bangles

  • Papads

  • Leaf plates

  • Maize flour, and more


OSF (One Stop Facilitation Centre):

In Domchanch and Markacho blocks, a survey was conducted covering around 3,000 SHG women entrepreneurs. Out of these, 300 enterprises were identified for support.

To aid these businesses, a provision of ₹1 crore under the Community Enterprise Fund (CEF) has been made, offering both financial and non-financial assistance.

So far, out of the 300 identified, 350 enterprises have already been supported with approximately ₹1.25 crore through the Community Enterprise Fund.

Social Development

Under the NRLM project, through Palash (JSLPS, Koderma), inclusive development is being promoted by raising awareness among women from Cluster Level Federations (CLFs), Village Organizations (VOs), and Self-Help Groups (SHGs) on gender equality, social inclusion, and their rights and entitlements. The aim is to build a gender-sensitive ecosystem across the district.

Key areas of intervention under the Social Development domain include:

1. Gender Sensitization:
More than 6,500 women across the district have been trained on gender equality, domestic violence, and legal rights.

2. Gender Campaigns:
Awareness campaigns have been conducted in communities to promote sensitivity and awareness on gender-based violence.

3. Community Resource Persons (Gender-CRPs):
More than 45 Gender-CRPs (currently active in Sadar, Markacho, and Domchanch blocks) are working at the panchayat level to facilitate dialogue and resolution on social issues.
